My guesses:

2. Whoever was riding the 电动车.

3. The traffic accident branch of the civil police

Despite the title of thread, I had to look up 目击. Not too proud of my deductive reasoning skills at the moment.

Isn't there one too many 发生 fasheng in the first sentence of that notice?
