Don't know what is the exact meaning of "ink deal". Is it relative to "oral deal"?

context:

ink deals with free agents

Yes, to ink a deal means to sign a contract:

tr.v. inked, ink·ing, inks

1. To mark, coat, or stain with ink.

2. Informal. To append one's signature to (a contract, for example).
