What does 半拉卡叽 mean?

The characters may be wrong, as a Google search shows many more results for 半拉卡几 or 半拉卡基 than 半拉卡叽. But as I have no idea of what it means, I also don't know what the correct characters are supposed to be.

Any help would be appreciated.

i should be 东北方言 (Northeast China dialect) .

i found an example in a bbs:

半拉(la-3)科机

例句:你能不能把话说完了,总半拉科机的真让人难受。

another:

这七张碟只有第七张因为我的坚持,全部看完了,剩下六张,每一张都是看得半拉卡叽的。

i feel it means not fluent, not smooth. i remember i should have heard of it. Some students in school used it, but i'v no idea what it means.

p.s.

it seems the word doesn't have four corresponding fixed characters.

到处是不伦不类的建筑,到处是半拉卡叽(东北话,盖了一半的意思)的工地,到处是没有内容没有意义的园林。

It means "half-done", "half-finished", "half-baked". It's only spoken in northern three provinces in China, maybe not even the all three...

My hats off to you. I don't think many Chinese know what it means. :clap
