Mulan Bi-lingual Text to Speech Voice

I am looking for the Mulan TTS voice that boasts the ability to switch back and forth from Chinese Mandarin to English. Other voices from companies like NeoSpeech offer one or the other and when the Chinese voice tries to speak English it is worse than a kindergarden English learner.

Mulan is supposed to bridge this gap. Does anyone know where I can get a copy of this?
