what does "best" university mean?

I am looking for a university that will provide a more serious environment for study to help me learn how to read almost as fluidly as I can read English. The universities/schools that I have attended so far have really relaxed environments for the liuxuesheng. I have heard that a university in Haerbin is the best university to attend to prepare for the HSK. That is probably the kind of school I should attend. I have read many posts that say that such and such is the best school or this and that is a good school. What do "best" and "good" mean? What is the best school for what I want to do?
