1. No, you can't use 给 (or 向), but you can use 对. Basically "跟" means "with", "对"means "to", ( "speak to sb" or "speak with sb." )

2. Use 给for 我给他打电话, 我给他买了一本书. 给is for recipient or beneficiary, someone who "receives".

The difference is in what is modifying what, and how that changes what the first phrase in the sentence is. In the first sentence, 参加这次马拉松比赛 is a predicate, which modifies a noun through the 的 particle. Therefore, the modified noun, i.e. 运动员 becomes the topic of the sentence.

However, in the second sentence, 这次马拉松比赛参加 makes no sense, and is obviously not a predicate, so only the verb, 参加, can modify 运动员. So 参加的运动员不少 becomes a comment on the topic, 这次马拉松比赛.

不少 is the predicate group

2.

这次马拉松比赛, 参加的运动员不少

(Speaking about) 这次马拉松比赛, 参加的运动员不少

参加的运动员 is the subject group

不少 is the predicate group
