Americans on CSC Scholarships

What's the deal with CSC Scholarships. I have been to the website, so I know the general requirements for eligibilty, but I hear each country has its own conditions in order to apply (ie. in the UK that you might have to be currently studying in a university). What are the conditions for US students, ie who do you submit materials to etc? I just graduated from a US university this past June, and am currently studying at Beishida now. I have visited the website, tried to call the education wing of the Chinese Embassy in DC (No one picks up the phone), and even went over to CSC offices in Beijing where they could not give me an answer...
