If so, it means "some people or some wild animals is threatening something." In fact I just heard this expression spoken, and I wasn't sure of the characters, so I searched pinyin in Google, and 张扬五爪 was the version with the most results that appeared. Now that you've told me the characters, I searched Google again and indeed it does appear that 张牙舞爪 is probably what it is supposed to be, but I'm pretty sure that the person I heard it from meant 张扬 as the first two characters.
