Not sure exactly what they mean - presumably different countries all have different visa fees. Perhaps the UK has special high fees specifically for Chinese citizens... Quote

Apparently we started going through visa applications much more carefully after some of the people who died at Morecambe Bay were found to have entered the country on student visas, and the costs were passed on via higher visa fees, and the Chinese returned the favor. Not sure if that's exactly what happened, but seems plausible. Quote
