Yesterday PRC Foreign Minister Li Zhaoxing was interviewed by a Polish TV channel and Li talked about Hong Kong (How come Poland is interested in Hong Kong?).

Li said that 1C2S has been successfully implemented in HK and the question about the shrinkage (縮水) of the political rights of HK people does not exist.

I guess Li did not speak English to the Polish anchor and probably 縮水 was the term that he used since every HK newspaper reported such usage.

But does this term exist in Putonghua vocabulary? If not, it seems Mr. Li is very colloquial in Cantonese slang!
