Can anyone tell me what 北水南调 is?

Context is an article on the mayor of Taipei inspecting the building of a raw water pipeline, and then it says '「北水南調」計畫也可望實現。' The name of another water supply plan?

Is the article about water supply in Taiwan? 北水南调 means the transfer of water from the north to the south -- presumably from Taipei to Tainan in your case.

On the mainland, there's an ongoing project to move water from the south to the north. You'll see the reverse term 南水北调 used in discussing it.

Thanks for your info. The article is about water supply in the Taipei area.

Edit: The article is only about water supply in the north, but you were right with your explanation: I asked a Taiwanese friend and he told me there is a water supply problem in the south, so water has to come from the north of Taiwan. Apparently that one sentence was not really related to the rest of the article.
