On the mainland, there's an ongoing project to move water from the south to the north. Edit: The article is only about water supply in the north, but you were right with your explanation: I asked a Taiwanese friend and he told me there is a water supply problem in the south, so water has to come from the north of Taiwan. Apparently that one sentence was not really related to the rest of the article. Quote
