Simply said: Wo bu hui zuo fan = I have never learned to cook, I don't know how to cook, even if I try it tastes really bad Wo bu keyi zuo fan = I am not allowed to cook, there is a kitchen but the landlord is afraid there'll be a fire/my mom insists that she and only she will cook Wo bu neng zuo fan = There is no opportunity to cook, there is no kitchen/no pans Hope this clears things up a little bit. Others have given more detailed explanations.
