I guess what you are looking for is some OCR software enhanced version. OCR software can recognize the characters in a scanned page, but I dont know how to convert these characters into pinyin.

COCR2 works quite well on high resolution scans/images & it's free. Unfortunately the resolution of screenshots of VCDs doesn't seem to be high enough for it :cry:
