And they have sort of ability to forecast something that will happen in future by tapping their fingers tips. Both of them can be used to express the same meaning BUT, normally with the longer version, you can add some flavour to your conversation. while shorter version usually can be used as a verb followed by objects, which is not the case for the former. I think it's a way of divination, probobly the easiest one, coz you only need one of your palms and that's all. Haven't seen anyone in real life does it yet but from dramas I watched, it looks like predicting future events by counting the joints on one's fingers in a specific way...
