I was wondering, lets say that I take the HSK and get a band 4, but want a higher mark, am I allowed to retake it the next year?

Yes, as many times as you want. But be careful because it seems that starting from 2008, the new HSK (which has a writting part) will replace the current "old" one. So maybe it is wise to secure the November last "old" test, as you can find many books & samples to prepare it - which is not the case for the new test.

The new format is pretty much the same as the advanced format and people have already been taking it as part of their trial period. Your current tools will only become partially obsolete. I cannot remember what they are taking out (if anything). But the test will be very similar to it's current form.

With a computer. Do you assume that every time Stephen King "writes" a novel he does it by hand?

So the new intermediate exam will have an essay question and what else?

EDIT: Better question, where can I find more info on this change?

I keep meaning to go find it myself but haven't had a chance yet. it would be the HSK website where they would list all that stuff.
