Enabling Taiwanese text on my computer

It depends on what operating system you're running, but unless it's really, really old then no. Assuming you're running XP, it can handle the display of Chinese characters already (just make sure you enable east asian languages in regional and language settings), you can add various different IMEs for inputting traditional Chinese characters (again in the regional and language settings) and more modern IMEs like the Google and Sogou pinyin IMEs also have support for them. Finally, to run older programs that require a Traditional Chinese version of windows, you can use the utility AppLocale.
