Surprisingly, I haven't seen a better one, although it seems like not a huge task. Pity, you can't change entries or fix dictionary errors (you could do that with Wenlin).

I am also looking for an OFFLINE tool to convert Chinese characters (Hanzi) to Zhuyin Fuhao (注音符号) (aka BoPoMoFo - ㄅㄆㄇㄈ), Hanyu Pinyin to Zhuyin Fuhao and backwards, HanConv can only do Zhuyin Fuhao to Hanyu Pinyin.
