Help with a newspaper article...

I've been trying to read this article about a government designed "self-disciplinary pledge" for blogging services. Everything is peachy except for this sentence:

对 此，互联网专家吕本富表示，这主要由于推广环境不成熟，部分用户不愿意使用实名制和实名制难以验证两个原因导致。

Here are the two things tripping me up:

1. I'm not sure how to translate "推广环境不成熟;" I think I "get" the meaning, but my inability to translate it into anything reasonably good in English is driving me nuts.

2. What does the pairing of "由于" and "导致" signify? Is "导致" necessary?

Any help would be much appreciated.

I think 由于...导致 is kind of redundant.

We usually say:

这主要由...导致。（由 is different from 由于）

这主要是...导致的。

这主要是由...导致的。

这主要是由于...。

推广环境不成熟=the circumstance/ is not ripe(ready) for popularize.

由于……导致 means because of.Sometimes you don't need to add the word "导致",it's also right.For example here, you can delete it,but the word "两个原因" should be deleted too.

Hey, thanks very much guys. DarkerBlue, the other structures you gave as examples would have made more sense to me.

As for "推广环境不成熟" I think translating 环境 as "conditions" or "circumstances" immediately makes the English sound much better. I tend to always think of this word as "environment," and forget the other possibilities.

in my opinion,i think the "由于" and "导致" means "because"and"result in"
