Not just very beautiful, but the most beautiful, the top of the list of all mountains and rivers/seas etc. In mandarin, 佳 is jia1 and 甲 is jia3. While their pronunciations are similar in Mandarin, they are very different in Cantonese, or perhaps also in other dialects. And 佳天下 does not really make sense.
