I think it translates simply as "annoying" but a more direct translation would be "something that could annoy someone". It's a bit like 骗人 meaning "lie" or "cheat" rather than "liar". Liar is 骗子. While ”烦人” is an adjective, which means annoying. ”烦人” and ”烦人的” both mean annoying, but they are used in different sentence structures. A. Subject + be + ”烦人” eg. 你真烦人！（You are really annoying! /How annoying you are!） B. ”烦人的” + noun eg. 你真是一个”烦人的”人!（You are really an annoying man! /What an annoying man you are!） It is the similar case in “美丽” and “美丽的”. eg. You are very beautiful! 你很美丽！ You are a beautiful girl. 你是一个美丽的女孩。 Quote
