Because 泊车 means to park and 泊 originally meant to anchor. But 配 doesn't mean pay.... So I'm not sure where you are going with this. Unless you are thinking of 赔 which means to pay or compensate.... But can't be used in the example you gave as it means to pay as means of compensation... Quote
