According to my dictionary, 作怪 means 'do mischief; make trouble', so 谁在作怪 should mean 'Who is making trouble?'. However, this doesn't really fit the context, and one of my colleagues told me it means 'What is the reason?', so I would just like confirmation of what it actually means. Thank you.
