Did she pronounce '他讲' as 'ha1 jiang3'?

Taiwanese Manderin is very different from that of Mainland. It's a Taiwanese accent. Often they pronounce the sounds very softly and quickly,and they even change some pronunciation. The woman in the clip does pronounce "ta jiang "a bit like "ha jiang".
