I suspect what happens is that unvoiced sounds sandwiched between two voiced sounds will become voiced. The uo of duo and ao so shao are voiced.

That said it's not even a proper 'r', I think it's just a lazy flick back of the tongue between the two vowel sounds which ends up sounding more like an 'r' than anything else.
