So I'd rather say 岁月不留情 or 岁月无情 means "Time and tide wait for no man", but a little bit stronger in the emotion. The exact equivalant of "Time and tide wait for no man" is “时不我待” When we hear of 岁月不留人,it get more serious, we would automatically think that someone is quite old and might dye at any momont. There is also an expression, 岁月不饶人,almost the same meaning as 岁月不留情 or 岁月无情. Quote
