Yeah, you've got it right. 悬 can mean risky, dangerous - the ABC has this as a "topo" usage.

Yeah it is risky.

People use it when they cross the street and a car almost hit one of them,fortunately he is not injured and maybe they will say,"刚才真够悬“.

It is used in such situation, like emergencies.

What is topo usage? Is it a term that is only used in a certain region?

topo = topographical = Related to certain places / regions.

So, "topo usage" = topographical usage = Used in certain places or regions.
