The chengyu originates from the Romance of Three Kingdoms and the story is about Zhou Yu wanting to set fire to Cao Cao's base but he needs the east wind, which is lacking, to carry the fire to the right direction. For "Everything is ready except your coming", it could be translated to "萬事俱備，只欠你來". Quote
