HSK vocabulary lists/words missing?

Apologies if this has been raised before.

In various HSK simulation tests I sometimes find words and phrases that do not appear on the "official" HSK vocab lists.

I was wondering if other people have made the same observations and if there was a reason for this apparent discrepancy. Are the people who created the HSK list the same as those who create the tests?
