嘀咕 is "to whisper" and 咬耳朵 is "to whisper in the ear". The actings differ.

Besides, one can 嘀咕 alone or with other(s), and 咬耳朵 must envolve at least tow persons.

As matter of fact, 嘀咕 happens more often than 咬耳朵 in real life, so the respective expressions.

嘀咕 can refer to someone mumbling or complaining alone or to others.

咬耳朵 can refer to people gossiping secretly. Simiar phrases are 竊竊私語, 說長道短, 聊人是非, etc.
