Does this expression count as a cheng yu? Is it normally used with all four characters?

Incidentally this is another one of those expressions appearing in a HSK simulation test but nowhere to be found in the HSK vocab.

I have read any number of texts in which some 3-4 expressions occur that are not listed on the HSK lists. It begs the question if the HSK vocab lists are inadecuate, or if the HSK simulation tests are too difficult on occasion.

As far as I know, 忍耐 is listed on the 丙 level of the HSK vocab list, and 不住 is (the negative form of) a 可能补语. You can compare this use with, say, 记不住、控制不住 (both of which are favourite textbook expressions).

I suppose these are somewhat idiomatic since they don't necessarily have non-negative form with 住 in Mandarin.
