Take a look at the following sentence:

由于没有出海口，哈萨克斯坦石油都是通过俄罗斯的管道运抵国际市场的，目前哈萨克斯坦对俄罗斯石油管道的依赖性正在增强。

Now in this word 依赖性, I don't understand what's the significant of 性 or what is it used for? Does it modify 依赖 somehow in someway?

I think 依赖性 should have the meaning "dependence." 依赖 can mean "to be dependent upon" or just "dependent" as an adjective. The character 性 can transform some adjective forms into a noun, for example, like the suffix -ness in English.
