Studying Mandarin in Shenyang

Hi - Does anyone have information on how I could get a kick off Mandarin program (2 to 3 weeks) in Shenyang pls ? I have found many programs where I would be able to start loearning Mandarin in other towns but so far nothing in Shenyang ?
