1-来/去/别的动词+到/在/。。。，for example：我睡在他的屋子里。/去到什么地方。

2-到/在/。。。+来/去/别的动词，for example：我在他的屋子里睡觉。/到什么地方去。

They're normally equivalent but there are cases they are different. Examine:

在家写。(write at home: Location)

写在桌子上。(write on the table: Destination)

到操场跑。(go to the sportsground to run: Location)

跑到操场。(run to the sportsground: Destination)

I arrived at a restaurant and had a meal there. 去到 means “arrive at/ in”, “reach”.

Yes, the two may be semantically equivalent but then speaking habits will tell you that one may be preferable to the other.
