The reason being cited, according to this article, is residences will be used to house visiting athletes, volunteers, etc. Similar to what was rumoured in May but official confirmation was hard to track-down. I do know of groups of Non-Chinese citizens who are beginning studies in Beijing from the end of June through the beginning of August. Quote

The notice also doesn't give a reason why the students need to leave (apart from "ensuring security during the Olympic period"), but does note that students with Olympic duties can apply to the relevant school offices for permission to stay at the school. Also, it never mentions that students need to leave Beijing, and I'm sure we'll soon hear calls that "we're not kicking the students out of Beijing". No, of course not, they just can't stay in the dormitories over summer - which of course means that with nowhere to live, the vast majority of them will have to return back to their homes. Just like not renewing visas, it's a pretty effective way to kick people out, while all the while being technically able to say "we're not kicking people out". Quote

If people really want to stay, find an excuse, develop good rapport with departmental officials, fill out that form, running around campus for a few stamps, then just enjoy the stay during Olympics. Nothing high-profile, really. Quote
