But when were borrowed into econonical world, thing have been got a bit confused and mixed up, because 策略 seems to cover the meaning of both someway. So, for 制定策略,制定目标,选择理想的tactics you may write 制定策略,确定目标,选择理想的方案 (or 途径) Quote
