But when were borrowed into econonical world, thing have been got a bit confused and mixed up, because 策略 seems to cover the meaning of both someway. So, for 制定策略，制定目标，选择理想的tactics you may write 制定策略，确定目标，选择理想的方案 (or 途径) Quote Link to comment Share on other sites More sharing options...
