According to the dictionary, it looks as though strategy and tactics might be the same word in Chinese.

Both strategy and tactics are military terms initially (at least so in Chinese), they are 战略和战术. But when were borrowed into econonical world, thing have been got a bit confused and mixed up, because 策略 seems to cover the meaning of both someway.
