扶植- only for government support

I was wondering if the word 扶植 is mainly used for government support for specific projects. Is it more or less synonymous with 促进? Also, is it mainly used at the written level?

扶植 can mean "foster" as well. Is anyone able to give a context in which they would use 扶植meaning foster?

I think 促进 and 扶植 is different in Chinese, also they are not synonymy.

促进 is promote, accelerate, it means 推动使向前发展(go ahead, develop)

example: 促进两国关系正常化=promote the relationship of two countries to normal

synonymy example: 促进～推进

扶植 is foster, prop up, it means 扶持培养，扶助培植(bring up)

example: 扶植新生力量=prop up the new project or force

synonymy example: 扶植～扶持
