Changing school's - JW202/visa question

Hi, I have already applied to study in Beijing from september 08 for 1 semester, and have just recieved my JW202 and acceptance letter, but now i would like to go to a different city to study. I would be grateful If someone can help me with these questions; 1. Is it too late to apply to another university and get another JW202 form in time to arrive by semptember? 2. What would happen if i used the forms i already have to get a Fvisa, but go to a different university?
