I understand that 验证 means verify or confirm and that 确认 can mean the same thing. Used in the following context:

实地验证确认

are both words used synonymously (as a four-letter word) or one to mean "verify" and one to mean "confirm"?

验证 seems to mean "verify via putting to the test" while 确认 means "affirming/confirming something as valid" (without the implication of testing it, but instead simply recognizing it as valid). So yes, "verify and confirm" would be a fine translation.

It means “verify and confirm”, please note: 验证 is a process and 确认 is a result.
