Help with installing Chinese fonts

I'm currently working on a presentation and want to use some decorative fonts for my slides, but for some reason I can't seem to install some of the free fonts on this site, fonts from some other sites don't seem to work either. The one I want to use in particular is the small seal one (漢鼎繁印篆 - HDZB_25.TTF).

When I drag the fonts into the /Windows/Fonts folder, I either get a message saying "this font isn't valid and can't be installed", or the font is installed but doesn't show up in Photoshop or Open Office. When I look in the fonts folder there is a group of fonts at the bottom of the folder (presumably the ones I just installed), but their names are just a mess of symbols.

Is there anything I can do to fix this?

Could it be that this is the problem?

Please make sure that in the Start --> Settings --> Control Panel --> Regional Options the default language ("Set default") is "Chinese (VR China)".
