Came over this expression in a profanity-laden youtube comment. What does it mean, and how do you use it?

You use it like this - "你一而再、再而三地問這些問題，你煩不煩啊。”

You can also simply use 一再 or 再三 instead of 一而再、再而三.

Also, you may want to notice that 再 here means, the second time. So literally it means for once and the second time, after the second time and then the third time. A simplified version is 一再, which has less emphasis than the long version.
