The reason I don't agree with your translation of "supply of safe agricultural products" is that 农产品安全供应 ≠安全农产品供应. With just this short phrase, I would assume without any other indicators that the agricultural products may have safety handling issues (e.g. chemicals, etc.). In Chinese, the 'safe' describes and applies to the 'supply' only due to its position in the sentence. It does NOT apply to the agricultural products for which no description of safety or danger is given. The first translation is INCORRECT given the Chinese phrase.
