I was reading a news article about Line 5 Subway consruction in Beijing and came across the following sentence:

地铁五号线地下车站设计时，将部分地面工程的设计搬到了地下

Does the above sentence means "At the time of Line 5 subway construction, part of the ground construction design was moved to underground" - What the author means by moving the construction design underground?

Also what does 基础上 means in the following sentence? Generally it means "basic" or "foundation", but what does it mean in the sentence below?

在复八线的基础上，将车站、隧道、烟道三套设备通风系统合成一套集成系统。

"During the design stage of Line 5 underground station, some over ground works will be moved to underground"

Also what does 基础上 means in the following sentence? Generally it means "basic" or "foundation", but what does it mean in the sentence below?

It refers to the foundation.
