They can be viewed freely in China and also internationally with satellite equipment. If you are dead keen on watching Chinese TV, this could be a good option, as there are other Chinese language satellite stations available, you can watch it on an actual TV and the few hundred you would need to spend for the gear (remembering to tune in it costs nothing) may be cheaper than broadband internet costs.
