I was wondering if both the above expressions are negative and mean: at best...at worst ....(which in this context mean both variables are negative)

The dictionary definitions were not to clear. From what I have found it could potentially mean: the advantage is ... and the disadvantageis. However, I think that when you use 往好里说...王坏里说 both examples would be negative. Is that correct?

The second part of the phrase is typed incorrectly and should be 往好里说是...往坏里说是..., which translates as you rightly surmise as "at the best...., at the worst...".

As long as the second example is worse than the first (in the mind of the speaker), then the sentence will make sense, e.g. 往好裡說,它是不完整的;往壞裡說,它是誤導的。
