What does the 得打好 mean?

The full sentence is this:

他觉得基础一定得打好。

How is it different from this: 他觉得基础是最好的。

得打好 = must (pronounced dei3 here) build (打 is the verb for 基础) well

他觉得基础一定得打好 - He feels / thinks that the foundation must be well-built.

他觉得基础是最好的 - He feels / thinks that the foundation / the basics is / are the best. (This doesn't make much sense)

Sometimes when the object (in this case "foundation") is to be emphasized, it may be moved to the front of the phrase. When I was a beginner this gave me no end of trouble.

(I remember a textbook sentence “飞机票你买了没有?" and for the life of me I couldn't figure out why someone was talking to a ticket. )
