一定得打好。

得打好 = must (pronounced dei3 here) build (打 is the verb for 基础) well

他觉得基础一定得打好 - He feels / thinks that the foundation must be well-built.

他觉得基础是最好的 - He feels / thinks that the foundation / the basics is / are the best. (This doesn't make much sense)

基础一定得打好 = 一定得打好基础

Sometimes when the object (in this case "foundation") is to be emphasized, it may be moved to the front of the phrase. When I was a beginner this gave me no end of trouble.

(I remember a textbook sentence “飞机票你买了没有?" and for the life of me I couldn't figure out why someone was talking to a ticket. :roll: )
