I cannot read some chinese characters!

I already changed my computer settigns and have all the Chinese languages installed.
Installing the languages is not the same as setting the default language for non-unicode applications. Have a look at the settings that ABCinChina mentioned. This setting basically makes the computer pretend to be a Chinese copy of windows for any applications that rely on Chinese encoding rather than using Unicode.
