MAC Reader and Annotation

I am looking a annotation tool for the MAC, like MDGB's Chinese Reader. So if there is Hanzi anywhere on the screen that is selectable (not just in a web browswer) I want to be able to mouse over and read it. I want this to work in native MAC OS, not run it in Parallels or some PC emulation mode. Any ideas appreciated.
