Could someone please explain the use of 其, 以 The next sentence in the text also has 何等. 但是,公众对于标准究竟何等重要似乎有不同的认识。 These all seem to mean "how important" to me. Your kind help is appreciated. Quote

It seems to mean that, "The extreme importance of standards, and why they are important, seem to be something that everyone knows in the globalised world today". I don't think a question is involved. I think it might be better to understand it like this - "標準何其重要,又何以重要,在全球化下的當今世界裏,似乎是人人皆知的事 / 似乎人所共知"。 The 2nd sentence you quoted makes perfect sense - "But people seem to have different understanding on how important standards are." Quote
