It's a zhaocaimao, if you''ve seen one in real life you know that its front paw is forever waving back and forth. People put those in shops, they are supposed to attract business/money. I don't know what character that is, perhaps someone else can help there.

What is written on it are the characters 千万两 (tens of thousands of taels (of gold/silver)).

zhaocaimao = zhao (招/attract/beckon)cai(财/money/fortune)mao(猫/cat)

The zhaocaimao is the Maneki Neko (招き猫), which literally means "Beckoning Cat" in Japanese. It is sometimes called the Welcoming Cat, Lucky Cat, Money Cat or Fortune Cat in English.

The Maneki Neko orignated in Japan. It first appeared during the Edo period (江户时代) more than four hundred years ago.
