For the first time in my stay in Beijing, apparently the lady from the utilities company came by my apartment and nobody was in. I got the following message on my door:

请您将水表表示数于3月31日前报海淀营销所。

Along with a phone number. I'm guessing what this means roughly is that my water will be cut off by the 31st (tuesday) unless I pay my bill. I'm slightly confused by the message, though...doesn't ying xiao mean marketing? Who exactly is it exactly the phone number is calling, anyway? For those of you who have done this before, do I now have to schedule an appointment with the utilities company for them to send somebody by to check my meter so I can pay my bill?

It seems like it would be a lot easier if they put the meters in the hallways instead of the apartment...then they could just stick a number on my door and have me go to the bank.

The message is asking you to give them a call by March 31, and tell them the number on your meter. It doesn't mention anything about cutting off the water. I'm not sure however what they would do if you failed to provide them with the number.

For my building, there is usually a notice put up a few days before the inspection, telling everyone to either make sure someone is home, or to leave a note on the door specifying the value on the meter. You might want to keep a look out for similar notices in the future.

If you don't phone it in they'll just leave it till next month , or they'll phone you up about it. There's no way they'll cut you off after one month. I quite often ignore bills or don't bother putting the number on the door, the only consequences I've suffered were a threat of a 0.005% fine per day on a 5Y gas bill or something.

Thanks guys. I'll give them a call, see what happens.

Also nice to see somebody else hates cooking as much as I do...5y for a month of gas, eh?

It was something ridiculously low like that, yeah. Central hot water, gas was only for cooking, which I didn't do. That 5Y was probably just a slow leak . . .
